In 2003 the International Services Bureau (ISB) conducted the first ever study on vehicle emission using remote sensing technology on behalf of the Ministry of Transport with sponsorship together with ESP Inc and USAID / USAEP. The finding of this study resulted in the central Environmental authority and Ministry of Transport, localizing the emission standards for Sri Lanka.
In 2007, the Government of Sri Lanka, through the Department of Motor Traffic (DMT) awarded Cleanco the licence to conduct Vehicle Emissions Testing (VET) on behalf of the SLVET program. The program identifies vehicles which which do not fulfill acceptable emission levels and places them through a repair and certification process.
From April 2008, all vehicles in Sri Lanka will need to have their vehicles certified before they can obtain their annual revenue license.
